To start, preheat your oven to 375°F. Then, prepare a 9x13-inch baking dish by lightly greasing it with butter or nonstick cooking spray. In a large bowl, combine 7 cups of thinly sliced potatoes, 1/2 cup of chopped celery, 1/2 cup of chopped onion, and 1/4 cup of butter. Mix everything together until the vegetables are evenly coated in the butter. Next, spread the mixture into the prepared baking dish.

In a medium-sized saucepan, melt 1/4 cup of butter over medium-high heat. Once the butter has melted, add 1/3 cup of all-purpose flour and whisk until it forms a paste. Once the sauce has thickened, add 8 ounces of cubed velveeta cheese and stir until the cheese has melted and the sauce is smooth.

Carefully pour the cheese sauce over the potato mixture in the baking dish. Sprinkle the top with 1/4 teaspoon of salt and 1/4 teaspoon of black pepper. Cover the dish with aluminum foil and bake for 45 minutes. Then, remove the foil and bake for an additional 15 minutes, or until the potatoes are tender and the top is golden brown.
